Cost effective plug in heater/radiator (dirtyvest)

Baaaasically, our house has naff all insulation. 1930s council house, no cavity wall (just loose brickwork and horsehair plaster), loads of lost heat, a few drafts and a PITA to keep warm.... warm enough for the Mrs anyway, I'm not too bad. Upstairs fairs..
