Graphic/Design/Photoshop wizards...question for yous? (Icemansoldier)

How would i go about creating a similar image, by similar i mean white background, pic of someone else and dbell (any other equipment) in red or any other colour. Im assuming this is photoshop? Im experienced with Adobe Illustrator but Photoshop would be ..
