Emergency service - driving question... (klein)

I was sitting in very slow moving traffic this morning on a motorway, hard shoulder with two lanes. Ambulance is wanting to come through, instead of driving up the (clear) hard shoulder he was making the traffic in the lanes part and driving up the middle..
